The best fuel delivery software depends on who owns the fuel: Trimble Fuel Dispatch or PDI Logistics for carriers hauling for others, ADD Systems Raven or RR Fuel for heating oil and propane routes, and AIMS, iRely, or FastDragon for jobbers who want delivery and the books in one system. FleetPanda is a driver and dispatch layer that pairs with a separate back office. Whichever you pick should carry a gallon from the rack to a paid invoice without anyone typing it twice. FastDragon is ours, so weigh our entry with the same eye as the rest.
How this guide was put together
Vendor facts come from each vendor's own pages, read on October 15, 2026. The worked day below is an example built to show where the records break; the gallons and stops are typical of a commercial tank wagon route. I have spent most of my career on the back office side of fuel, watching tickets come in from trucks, and the handoffs here are where I have seen money go missing.
One truck, one day
Truck 12 is a tank wagon with four compartments, 3,000 gallons in all. It runs commercial accounts: a construction yard, two farms, a generator at a cell site, a school bus barn. At 5:40 in the morning the driver pulls into the terminal (the rack, where trucks load from the supplier's tanks) and loads under one bill of lading:
| Compartment | Product | Gallons loaded |
|---|---|---|
| 1 | Clear diesel | 1,200 |
| 2 | Dyed diesel | 800 |
| 3 | Unleaded | 600 |
| 4 | Clear diesel | 400 |
Dyed diesel is the red off-road fuel that carries no road tax, so it goes to the farms and the construction yard and never into a road truck. Four DEF totes ride on the deck, kept apart from the fuel. The driver makes nine stops. At 3:10 in the afternoon the meter tickets add to 2,912.0 gallons delivered, and a stick of the compartments shows 80 gallons left. That leaves 8 gallons nobody can point to.
Eight gallons is about $27 at $3.40 a gallon. It is usually meter temperature, a short stick reading, or a hose that stayed full. Over 250 working days on one truck it is about 2,000 gallons, and the day it is theft, it looks the same as every other day until somebody adds it up. The software's job is to add it up every day, on every truck, before the driver goes home. More on that in our article on preventing fuel theft.
The seven handoffs where paper breaks
Follow those 3,000 gallons and they change hands seven times. At each one, a record either moves on its own or waits for a person. Grade every system on this table.
| Handoff | What it costs when it breaks | What the software should record |
|---|---|---|
| Rack to truck | A load nobody can tie to a supplier bill, so the cost on the invoice is a guess | BOL, PO, and gallons per compartment, with a photo of the BOL |
| Truck to tank | Gallons written from memory and a customer who disputes them | Meter start and stop, gallons to three decimals, tank level before and after |
| Tank to signature | No proof of delivery when the bill is questioned 40 days later | Signer name, drawn signature, photo, delivery time |
| Ticket to invoice | Tickets that sit in a cab for a week, and cash that waits with them | The invoice is written when the drop is finished |
| Invoice to cost | Margin you only learn when the supplier bill shows up | An estimate from the load or the rack, replaced by the real bill |
| Truck at day’s end | Gallons that leave the business with no record of where they went | Loaded, delivered, left on the truck, and the gap in gallons |
| Office to customer | Calls asking where the truck is | An arrival estimate per stop and a message when the truck is on the way |
The first three handoffs happen on the truck, and almost every product on the market handles them now: a phone app, a signature, a photo. The money is in the last four. The products split there, and a fast demo skips them.
The four kinds of fuel delivery software
Carrier systems, for haulers who move other people's fuel
A for-hire carrier sells freight, so its software is a transportation management system (TMS) built around loads, freight bills, and driver pay. Trimble Fuel Dispatch runs on TMW.Suite and is set up for fuel, with cross-dump detection that flags a load headed into the wrong tank, inventory forecasting across many tanks, and dispatch dashboards with arrival times; Marathon Petroleum is its named reference. PDI Logistics covers scheduling and dispatch, an in-truck app, and orders built from live tank inventory, for "retailers, wholesalers, and carriers." Both are sized for large operations.
Driver and dispatch layers that pair with a back office
FleetPanda is the best known. It has a dispatch dashboard with compartment inventory, a phone app with BOL photos, signatures, QR codes on tanks, and Liquid Controls meter connections, and it names eight tank monitor vendors and creates orders when a reading crosses your threshold. It handles invoicing and reconciliation and connects to the accounting system you keep. ADD Systems Raven is the long-standing in-truck tablet for propane, heating oil, fleet fueling, and wholesale, with more than 8,000 units in the field, and it pairs with ADD's own E3 or E360 back office. See our FleetPanda alternatives comparison for the full profile.
Delivery inside the back office
Here the delivery ticket and the invoice live in the same system. AIMS Fuel Dispatch sends deliveries to COMPAS Commander, which updates inventory and writes the invoice. RR Fuel from Red River runs dispatch, degree-day forecasting, and meter-wired tablets inside its own books, and is strongest with co-ops and heating fuel. iRely Petroleum bills from the truck through a mobile app inside one ERP for fuel, lubricants, propane, and stores. FastDragon Hauling is a module inside FastDragon's wholesale and accounting system; the next section covers what it does.
Tank monitors and the systems that read them
Tank monitors are sensors on the customer's tank that report the level over cellular or satellite. They are hardware with a monthly fee, sold by the monitor makers, and the delivery software reads them. The question for the delivery vendor is which monitor brands it reads today and what it does with a low reading: build an order on its own, or tell a dispatcher. For how station tank gauges work, see automatic tank gauging.
The vendors at a glance
| System | Kind | Ticket becomes an invoice in |
|---|---|---|
| Trimble Fuel Dispatch | Carrier system | TMW.Suite billing |
| PDI Logistics | Carrier and enterprise | PDI Enterprise or a connected ERP |
| FleetPanda | Driver and dispatch layer | Your back office, through an integration |
| ADD Systems Raven | In-truck tablet | ADD Energy E3 or E360 |

Where FastDragon fits
FastDragon Hauling is for the jobber or marketer who owns trucks and sells the fuel, from one tank wagon up, at one site to dozens. Tank Wagon adds the fuel on the truck as inventory, with the stock and cost in every compartment. Here is Truck 12's day in it.
The dispatcher picks Truck 12 for each order in the board's Unassigned lane. The run is one truck, one driver, one day, and if the same nine stops go out every Tuesday the run is repeated onto next Tuesday with fresh orders. The truck record holds its four compartments and their capacities. The driver opens the run on an ordinary phone, records the odometer and a pre-trip inspection, then at the rack enters the BOL, the PO, and the gallons in each compartment and photographs the BOL.
At each stop the driver scans the QR label on the tank, records the level before the fill and the meter start and stop, and takes a signature and a photo. FastDragon works out the level after from the gallons. The app keeps working in a dead zone and sends each entry once when the signal returns. The customer gets the ticket by email with the signature and photo, and gets an "on the way" email before the truck arrives, with an expected time. The driver's phone reports where the truck is during the run, so the office sees Truck 12 on the board map. The board shows each stop's expected arrival and flags any that will miss its delivery window.
When the driver finishes a stop, FastDragon invoices it. The cost comes from the truck's own supplier bills, oldest first. If the supplier bill is still in the mail, the gallons are priced from the price on the load, or the day's rack, and the estimate is replaced in place when the real bill arrives from DTN, email, or the keyboard. Delivery charges per mile, per stop, after hours, and on weekends come from the customer's terms. At 3:10 the driver enters the 80 gallons left, and the end-of-day screen shows 3,000 loaded, 2,912 delivered, 80 left, and 8 gallons short. A gap over 1 percent of the load alerts the office; this one is under it, so it sits on the run's record for whoever reviews the day. The 80 gallons carry onto tomorrow's run.
Tank monitor readings come in through FastDragon's readings connection, and the driver or the office can enter a reading too. A low reading raises an alert, and the dispatcher decides whether it becomes an order.
The dispatcher sees every site and truck on the map and sets the stop order in a few clicks, and FastDragon shows the arrival time each stop gets. FastDragon connects to QuickBooks Online and exports invoices, time, and driver hours in QuickBooks format, and its own ledger needs no export.
Each load carries its lot or batch number, and it prints on every delivery ticket and invoice from that load. At the end of the quarter FastDragon builds the IFTA report from the trucks' GPS: miles in each state, MPG, and taxable and net gallons, in Excel and PDF. A day with no GPS is flagged on the report. A Form 720 worksheet lays out federal fuel excise by IRS number, also in Excel and PDF.
Picking one
- You haul for others and bill freight: Trimble Fuel Dispatch or PDI Logistics.
- Your business is heating oil, propane, and keep-full routes: RR Fuel or ADD Systems Raven, or FastDragon Tank Wagon for heating oil. See the heating oil delivery software guide.
- You wet hose fleets and equipment at night: see the wet hose fueling software guide.
- You like your back office and want a modern driver app in front of it: FleetPanda, or the dispatch product your back office vendor sells.
- You run a large multi-line distributor on one ERP: iRely or PDI.
- You sell the fuel, own the trucks, and want the ticket, the invoice, and the books to be one record: AIMS with COMPAS Commander, or FastDragon.
Bring the same day to every demo: one load, a split across compartments, a short drop, a dead zone, and a supplier bill that arrives late at a different price. Then grade each system on the seven handoffs. For the delivery terms used here, see transport vs bobtail and tank truck compartments. For DEF on the same route, see what DEF delivery software has to track. For the truck's own rules, see hazmat placards for fuel trucks, the cargo tank test schedule, and driver qualification files.
Questions people ask
What is fuel delivery software?
Software that runs the delivery side of a fuel business: taking orders, planning which truck goes where, giving the driver the stops on a phone or tablet, recording what went into each tank, and turning that record into an invoice. Some products stop at the delivery ticket and hand it to a separate back office. Others carry it through to the invoice, the supplier cost, and the books.
What is the best fuel delivery software for a jobber with its own trucks?
One where the delivery ticket becomes the invoice without a second system. AIMS Fuel Dispatch with COMPAS Commander, RR Fuel, iRely, and FastDragon Hauling all keep delivery and the books in one place. FleetPanda and ADD Systems Raven are strong driver tools that pair with a back office. Trimble Fuel Dispatch and PDI Logistics are sized for large carriers and marketers.
Is fuel delivery software the same as fleet fueling software?
No. Fleet fueling software tracks the fuel your own vehicles burn, through cards, on-site pumps, and telematics. Fuel delivery software runs a business that sells and delivers fuel to other people’s tanks. The search terms overlap and the products do different jobs. Our fleet fueling guide covers the first kind.
Do drivers need a special device?
Most modern systems run on an ordinary iOS or Android phone or tablet. Some route delivery systems still use a dedicated in-truck tablet wired to the meter register. If your trucks have electronic registers, ask which models the app reads and see yours work in the demo.
What does fuel delivery software cost?
None of the systems in this guide publish a price; all quote per operation. The quote usually turns on the number of trucks or drivers, which back office it connects to, meter and tank monitor connections, and setup. Ask for one year-one figure and one year-two figure, and the contract term.
Does fuel delivery software do IFTA?
Some does. IFTA, the International Fuel Tax Agreement, is the quarterly fuel tax return for trucks that cross state lines, and it is built from miles by state and fuel bought by state. Telematics vendors build it from their GPS, and FastDragon Hauling builds it from the trucks’ GPS too, with miles per state, MPG, and taxable and net gallons in Excel and PDF. Ask any vendor where its miles come from and how it shows a day the GPS missed.
